The Diplomatic community in London is a powerful economic force as well as a politically influential one. Unlike private sector companies, the activities and expenditure of an embassy are not as liable to volatility.

Spending by embassies based in the UK has risen ever year to £680m in 2001. That includes official expenditure of all embassies, the personal expenditure of the envoys and families and the salaries, offices and other costs of employing 18,000 British and foreign support staff.

These budgets do not include billions more spent by foreign governments in the UK economy buying goods and services. Ambassadors and their senior colleagues are often crucial in influencing these key spending decisions by their national governments and companies.

This market is constantly renewing itself. When governments change, new priorities and budgets result.
